Underground waste pipe from toilet broke.

I have had to have the water board out to unblock my overflowing drain quite alot recently.
The last t ime they came, the guy put a camera down and identified that the waste pipe had broken in half and the top half was laid in the bottom half.
This obviously narrowed the gap and was causing the blockage.
He said the pipe was my responsibility as it was the one that went from my house to the public sewer.
The council confirmed that as I own my house then I have to get someone to do it for me.
I have only just taken out my house insurance again so couldn't claim on that.
Do I need a builder to do this work or a plumber or even both?

What year was your house built and does another houses output join your output (usually under a manhole) before it all heads off to the sewer and finds the break?

You are probably best getting a Builder in. They are normally the ones that put drains in during construction.Eat vegetables and fear no creditors, rather than eat duck and hide.0

If its possible to extract the broken bits and anything thats fallen in you might like to consider having it lined - that can be done without digging.
Personally I'd be consulting the drainage man that your water / sewerage company sub-contracts its work to.
