It doesn't mean that at all-if a person was laid off; did not have any 'savings' but was entitled to JSA(C), there would not be an AUTOMATIC right to passported benefits such as free dental treatment but the person would have to apply for the exemption from payment based on a low income. Jsa has never been nor is an either or claim. EVERYONE no matter what when they apply is assessed on the system for cont based. If they also declare they want to claim inocme based this is assesed as well and the system combines the 2 awards and pays the highest figure. the conts element runs for 182 days (ie 6 months) if it is paid, even if you have income related elements. You can't leave it them claim income based and go back to claim it later.
We were in a simular situation. The 4 wk run on of WTC is treated as income on the income based part of the claim so we got the cont based award for those weeks plus the WTC. then the JSA was automatically reviewed to include the loss of income when the WTC ended and we then started to get the extra "income based".
We actually had a higher income in the 4 wk run on than after. But still glad OH is back in work as of today.
