Royal Mail say address incomplete - buyer says not!

Afternoon chaps :)

I'm just after a bit of advice / wanting to see if this has happened to anyone else.

I posted an item on 7th Oct, day after buyer won it and paid. It was returned to me on 16th with a red royal mail sticker saying address incomplete. I was quite confused as it has:
Name
Flat number
House number
Road
Town
County
Postcode
All in block caps and legible

I contacted the buyer and they confirmed that this address is correct and have asked me to re-send. Would I be best off repackaging the item or do you reckon I could get away with putting it in the box with a 'yes this is the address!' thing on it (I am guessing that would be a bit stupidly risky tbh).
I'd rather not have to take the postage hit twice but could probably complain to royal mail should the delivery be successful this time? I'd rather not charge the buyer as that seems really unfair.

Do you reckon I'm doing things alright and not missing owt? First time this has happened to me :)

    I would check the address yourself on http://postcode.royalmail.com before re-sending.

    I have got into the habit of checking all addresses on Royal Mails site before sending any ebay items out.

    I think it also depends on your postie and how nice they are.

    At my old address, the postman knew very well where it was (block of 15 flats on a street of semis and detached houses - quite blatantly obvious, and they even used the same building name as the building the flats replaced!), but if you put:

    Flat X Building Name
    Street Name
    City
    Postcode

    instead of:

    Flat X Building Name
    X Street Name
    City
    Postcode

    then he'd return it to sender!! He was either TSFL (too stupid for life), or just petty and didn't want to deliver to flats!

    My current postie is adorable, and even delivers when my daft relatives send cards without the house number, as he can figure out who I am!
    Should've = Should HAVE (not 'of')
    Would've = Would HAVE (not 'of')

    No, I am not perfect, but yes I do judge people on their use of basic English language. If you didn't know the above, then learn it! (If English is your second language, then you are forgiven!)

    TBH i can see how it would happen
    it gets very tiring having to try and sort who lives where
    you go in a stair of 16+ flats and have to carry a separate bundle with incomplete addresses,trying to work out where they are
    folks are quick enough to moan if you get it wrong
    on my old duty there was an old woman who lived in flat 2f2
    but would get mail sent to near every door in the stair
    now when i was off and came back she would moan like hell about all the 'misdelivered' mail
