Help, what can I do?? 2 steps forward 10 back!

Hi Guys,
Hoping you can help me here,
I have just gone back to work after being on IS im on 16 hours raising to 30 soon,
My council tax run on was paid late and because of this 2 Direct debits came back unpaid. so Co-op have charged me 19.50 for each and my car insurance have charged me £20 late fee.. I rang council to say that it was there fault why i had incurred these charges as i was told it would be paid on 14th and DD due out 15th. The bank did not want to know, said it was not there problem and council wont do anything either, so im £60 out of pocket and its alot of money to me,
Has anyone else had any problems like this coming off IS to go to work??
