Lawful development Certificate

Hi All,
I need advice on the Lawful development Certificate.
I am planning to convert my garage in to a room; the garage is a part of the original dwelling and integrated in to the house.
I went to council office to find information on planning application and I was advices that this a permitted development however I will have to apply for Lawful development Certificate and also building control.
With the application for Lawful development Certificate I will have to submit a floor plan and elevations of the house.
The fee for Lawful development Certificate is only 75 Pounds, however to get the elevation from architecture will cost me 1000 Pounds!
Can someone please guide me if you have been to similar situation and if there is any way to create the elevations myself?

You don't need a LDC, why are you bothering and increasing your costs and stress?
You do need building regulation approval though, so submit a Building Notice and you don't need plans for this0 -

Thanks iamcornholio, are you saying that LDC is just a optional ?0 -
When I was having the plans for my extension drawn up I was advised that although it was optional I should get a Certificate of Permitted Development because it would save a lot of hassle when it came to selling the house.
It occured to me later that when I came to sell the house the plans and building control paperwork would prove when the development took place and from there it would be easy to see what was permitted development at that time, regardless of regulation changes in the interim.
If you do want to get a certificate then I'm sure you would just need someone who can draw up plans rather than an architect and for such a small job it should cost much less than £1,000. Shop around by asking neighbours or your local planning department. I got my man from the yellow pages and he was very good. For a c.26ft single storey extension he charged £500 plus £90 for the structural engineer who did the steel joist calculations. One quote I had was for £950 so prices do vary.

Also, if permitted development rights have been withdrawn then you will need to apply formally. Our house is 16 years old, built on a modern estate and does not have automatic PD rights. They had been withdrawn as part of the conditions - to ensure adequate parking if the garage was converted.
It has cost us to have plans drawn up (not sure of final amount as left OH to deal with that but was about £500 or less). We paid our council £150 for the application but they've written to advise they are refunding this - presumably because if PD rights hadn't been withdrawn we would not have had to incur this expense.:A0
