If you cancel the transaction then you can't leave feedback, and they'll get back their fees. I'd go through the resolution centre, you may need to contact ebay by phone or chat but try & get your side in first as you don't want the seller opening a NPB strike against you.0

Excellent page, Proof that buying cars on ebay is not a legally binding contract.
If the car is not as described, Walk away.
If they put in a NPB claim i would send payment via paypal then file item not received.Censorship Reigns Supreme in Troll City...0 -

Paypal does not have to be accepted on cars, so an NPB is possible in this category.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. If the seller has sent you a request to cancel the transaction I don't think they are able to do a NPB dispute. It's one or the other as far as I know.
You can still leave feedback on a cancelled transaction. I had one recently that was resolved amicably and both buyer and seller left feedback after the cancellation had gone through.0 -

I read it that buyer has asked the seller to cancel, and if seller sends through a mutual then yes the seller cannot then go and do an nPB after.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. yes ebay told me to mail the seller via ebay and request a cancellation, thankfully he agreed, so over nice and quick although stuck looking for another car now but better than having to except a rust bucket.I read it that buyer has asked the seller to cancel, and if seller sends through a mutual then yes the seller cannot then go and do an nPB after.0
