PCN from Leisure Centre ppc or pcn?
Newbie - I received a parking ticket (very professional from a machine) Premier Park Ltd. Parked in a Disabled Bay for 30mins, with my mother who is the badge holder. Unfortunately whilst helping her out of the car the badge fell between the door and seat, so was not visible to the parking attendant. Came back to find a ticket £60 if paid within 14 days. I wrote them a letter copying the blue badge and explaining with a sae. They have replied to say as I did not have the clock or the blue badge displayed they would not waive charges. Pay £60 by 2/11/10. Failure to pay the reduced charge of £60 by this date will result in the full amount of £100 being passed to our Collection Agency who will apply to the DVLA for Registered Keeper details and commence proceedings. Additional charges will also be incurred at this point. Any further correspondence will be via this Agency. I do not and have not ever parked in a Disabled Bay as I know how important they are to those that need it. OK it was not displayed but I had the Blue Badge & Clock and my mother clearly needs to park there.

Having written the 1st letter enclosing a copy of the Blue Badge and them replying and saying "So What" I will not enter into any more communication with them. Can they come to more door knocking??0

You owe them nothing. You parked in a disabled bay with your mother, who is disabled. What losses have you caused them? Answer: ZERO!
Blue badges do not apply in private car parks anyway. Ignore them and do not contact them again. They will give up eventually.0 -

They can knock on your door if they want to, as can anybody. Equally, you can tell them to go away.
Debt collectors are not bailiffs and have no powers whatsoever. All they do is write pathetic letters, they never visit anyone as they don't like wasting fuel just to be told to go forth and multiply.0 -

In theory they 'could' (anyone can knock on a door!) but in practice they won't.
A debt collector is NOT the same as a Court bailiff, so they cannot enforce payment, or remove items or come in. They can do nothing. That's why they don't actually do any more than write scary letters and occasionally phone up if they can get a number.
Report them to relevant authorities for harassment if they hassle you at all:

The Blue Badge scheme doesn't even apply in private car parks but the DDA does. Your Mum and you were entitled by law to use that space and had no legal reason to have to show a badge or clock, any more than you have to be using a wheelchair or whatever. A disabled person HAS to be allowed use of a disabled space, if available, or a retailer breaks the law.
You'd have a much stronger case against the retailer for discrimination than these scammers allege they have against you. Relax and report them if you want to do something about it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
