Changing key board settings

This might sound stupid and could involve a simple step but I've got no clue - I have had to reset my laptop to its original settings and find that some of the keys don't work like for instance 'pound' figuratively doesn't work. How do I change my keyboard to British settings?

It wasn't meant to be sarcastic, and I meant the word "pound"... it's a question that gets asked here 10 times a week..

I did a search and also looked at the links you've given, did all that's said on my CP, guess what - my pound still doesn't work, nor do several other symbols.
