Refund of game from Steam

Hi All.
Ive downloaded Civilization V through Steam at £29.99.
However i cant get it to load, ive spent hours on the forums and waited a couple of days for help from their support which hasnt helped. Ive tried numerous things but the game isnt loading
Ive asked for a refund! Which they have point blank said NO! and directed me to page of there T&cs where it states no refund.
Could anyone advise as to whther i have any rights in getting a refund?
if not any suggestions of how to get the game issues resolved.

What is your computer system specifications?
Things would be, make sure you have latest graphics drivers installed, Direct X is upto date. You are connected to the internet.Survey earnings total 2009 £417, 2010 £875, 2011 £5740
