Advice on electricity meters in rented property, please

Hi,
My oh has moved into a flat, and the electricity charges seem to be very high.
He has to buy tokens for the meter,
If he has a bath, it costs £1 which seems a lot.
I wondered if the landlord had got the meter set high to make a profit, I know that used to happen a lot when I rented places many years ago, but I did think that wasn't allowed now, Does anyone know?
