DLA change in circumstances.....

My partner had a letter saying there may be a change in circumsances this was after consulting with his consultant for only one of his illnesses.
He had to fill in a whole new form with like 50 questions...
at the moment he recieves hrc hrm,
does anyone know how long they will take to re access the claim?
if its lowered is it like instant?
no car etc.
