Looking for some advice please...

I bought a hoover off Ebay back in August this year, from an Ebay shop and paid by Paypal. It was delivered to my old work address, and I have now moved. The first time I used it, it broke, the vendor gave me a years warranty so he arranged to collect it from my new work address. After countless emails from me trying to find out when I will get my hoover he finally replied to me last week saying that he had re-delivered it to my old work address and they refused recipt. I explained that I no longer work there, that I had already told him this so of course they won't accept delivery, and told him the address to send it to. After several more emails he finally bothered to reply to me to tell me that as I paid by Paypal, it is a legal requirement for him to send the hoover to my original delivery address. Even though I have explained they will not accept delivery, I moved house and job etc, so I have asked for my money back, as right now the vendor has my hoover and my money. Is he right about Paypal and the original address? The customer service from him has been appalling and he will certainly be receiving negative feedback for his lack of communication at the very least.
Can anyone advise?

It's not necessarily a legal requirement, since this is not the first time it has been delivered, he would not be eligible for Paypal protection anyway. Seller protection will not cover him in any case since it is more than seven days since you initially paid.

Tell him it is no longer between him and Paypal, it is now between him and you and he should be OK to send to your current address. He sounds a bit clueless to be honest.

I believe you only have 60 days to leave feedback so you may not be able to. However I would wait until it has been sorted out first
