Are Santander blocking my Account to stop move?

yes they can, no one has to lend you money, any bank could have done similar.0 -
They do say in their terms and conditions they will give you a months warning apart from in exceptional circumstances. The exceptional circumstance seems to actually be when they tell people.Santander are awful - mission in life is to warn people since 17-Sep-10, 18-Sep-10 realised one of thousands.0
