reapplying for old job, but on new terms

employer is changing shift pattern, so same hours are worked over fewer days
all staff are being made redundant, and then have to reapply for the new shorter week positions (have been warned not all staff will be successful)
what is the benefit in doing it this way, rather than using a standard selection process to make some of the staff redundant, and those who arent made redundant, just accepting a change to their contract?
