is child benefit a deductable income?

I am confused about my benefits and wondered if anyone would be able to help me please.
I am a disabled single parent of a 15y/o I currently receive:
Income support for myself and a child under 16
an income support premium as i am disabled
an income support premium because i have a child
They then deduct £20.30 per week from my income support because i get child benefit.
(I also receive DLA care and mobility that is not deducted from income support)
On the direct.gov website it says
"Child Benefit doesn’t affect any other benefits you get. But if you get Housing Benefit or Council Tax Benefit, the office paying your benefit still needs to know if you're getting Child Benefit - so they can work out how much to give you."
Does this mean they shouldn't be deducting the money for child benefit from my income support?
and if so, how long has it been like that as i have always had child benefit deducted from my income support.
and finally, if i am getting the wrong amount who should i contact about this matter ?
Due to my health situation i am pretty isolated and i dont really know anyone to ask about this so thank you in advance.
