inflated postage states £1.50 small print £15.00

Wanted to buy some items:- postage great so I thought.
Then at the bottom of the page it says "I have put postage at £1.50 as that is what ebay dictates but it is actually £15.00":eek:
Surely this is not allowed?

theres a report option on the right of every listing on Ebay0

Report the item, using Listing Policy Breaches -> Fee circumvention -> Excessive postage and packing.
