A friend today has received a ticket - fine through the post from a council. She apparently turned right into a road and this was illegal.
They have included the photo - but it is hard to make out the driver - can they really make this stick?
I have heard they have to prove that it the person driving the car.
(We have also looked and although there is a no right turn sign it has been vandelised so it is easy to miss.
Any advice help would be gratefully received.

Take photos of the sign. If the vandalism is such that the sign is not sufficiently clear, you should appeal on the basis that the contravention did not occur. The liklihood is that you would have to take this all the way to adjudicationThey have included the photo - but it is hard to make out the driver - can they really make this stick?

With Council PCN's the registered Keeper is ultimately liable, who was driving is irrelevant

No, the photo doesn't have to identify the driver (it has been sent to show the vehicle did the "crime").
The registered keeper will get fined if he/she refuses to identify the driver.
So move on to look for a different defence.

HTH, appeal appeal appeal then the Council may well fold before adjudication. No risk to you except having to pay the full (non discounted) fine if you actually lose at adjudication which is just a meeting. Nothing to worry about by all accounts, no costs & nothing else to worry about as long as you meet all deadlines. I would certainly appeal ANY Council PCN nowadays.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
