That is astonishing and no way does it suggest that these PCNs are to improve traffic flow. As usual with Council tickets, it's all about 'catching people' and money.
Did they not have an introductory week where drivers just got sent warning letters at first?
I bet lots of people going to work via their usual daily route got several PCNs without realising the road layout had changed.
