Under 18s and PayPal

We have a 16 year old who has just opened a bank account and is still studying. We have seen his bank statement and it gives a deduction stating Paypal. Our 16 year old says that people under 18 years old open Paypal accounts online all of the time and lie about their age! What are the consequences, if any, of a minor doing this remembering that we do not condone this?

Well the worst that can happen is paypal suspend the account. It's not like the police are going to come and visit.0
