Allocation of payments

Barclaycard have announced that the allocation of payments is to change, IE payments will be allocated to those balances that attract the highest interest rate first (cash withdrawals) not last as it stands at the present time.
Lloyd's TSB cards have not announced this yet, does this apply to Lloyd's TSB? I believe these changes are due to new Consumer Credit Legislation.
Can anyone tell me when these changes come into effect?

Has to be done 1 Jan latest. Providers can deliver any time prior to then.0

Does that apply to balances already on a card or only when something is added after Jan 1st:cool:0
