Transferring Travellers Cheques - right way to do it?

Hi there,
I have some Euro Travellers Cheques (countersigned) that I want to gift to my younger cousin who will be travelling in a months time.
I wonder is there any way for me to 'transfer' the TCs to them such that she can use it while she's abroad?
If not, I wonder will it be a good idea to report them as 'lost', then when Amex reissue new ones for me, that I just take them and give it to her to sign, so it effectively become hers?
Hope someone can give some ideas about this! Thanks.

I know it may sound like it... but I am not doing it for any gain whatsoever. Really just trying to think of a way to gift the TCs to my cousin.0
