Question concerning Drawer on the forms

Hello, I am currently filling in Entitlement and Acceptance Form.
Since it request the payment in Australian Dollars, I decided to order a foreign draft and got it today. Then I hit a problem.
In the Payment Details, it asks for Drawer. And this somewhat taken me aback, It is Bank of Scotland that issue the Draft? or the Westpac Banking Corporation Draft Account.
Thanks for any possible answers!
