DVD player with no TV ??

Tell me, my sister doesn't have a telly (too tight to buy a licence !) - is it possible to buy a dvd player and watch films onto a computer moniter (without the computer).

you do not need a license to own a tv
as long as you do not watch or record LIVE broadcasts you can watch anything you like on a TV without a license
DVDs, Blurays, downloaded stuff, web based catch up shows such as iplayer but not the live TV on iplayer etc
many computer monitors do have various inputs on them to connect dvd's etc, many have HDMI connectors so you can watch HD such as blu rays
if your sister is watching live iplayer broadcasts on the computer then she does need a license
