Laptop taking ages to load up

Have a Dell laptop running Vista. When my daughter logs onto her account (limited) it sometimes takes ages to load up or stuck in that position with the icon still moving to say it is loading. When i log onto my account it goes on straight away. She has a limited account so cannot download program without my permission.

I have checked the program list and done a msconfig in order to remove unwanted program or stop certain programs loading when logging on. There wasn't much. There has been no change.

What shall i do next?
Problem with having access to internet is that i get asked by many to solve their problems :( Well at least i learn something on the way :D

    She does have her own account which is limited.
