Direct Debit switching

Various sources say that my old bank will reply with complete DD info to an authorised request from my new bank within 3 working days.

I appreciate that time this is not part of the DD guarantee but is it a mandatory requirement elsewhere so that a formal complaint can be made against my old bank should they take longer than 3 days or not respond at all?

(Yes, Santander is involved here :( and I've been waiting/phoning/messaging for nearly 2 months!)
