Sold a collection only item last sun and no contact

Well the title is not strictly true but let me explain.
I sold the item last sun even and the buyer bids in the dying seconds.
Item clearly states collection only and cash on collection and yes I know I cant enforce that and I shouldn't of put it before anyone says but that's not the problem.
As I heard nothing on Sunday I sent a polite message on Monday giving him my mobile number and asking if he could send me a email a txt or even ring me so we can sort out a collection date and time.
Finally get a responce on fri saying sorry for the late reply will be in touch soon to organise a time and date.
Now personally its been a week and nothing and im getting a bit frustrated with the lack of communication from the buyer but I would like to send a final message being firm but polite before opening a dispute as im not happy in paying nearly £9 in fees if they are not going to have it.
Any suggestions please for what to say or do would be appreciated.

Send a reminder message, then if you haven't heard back by the end of next week - or sooner, it's up to you - file a non paying bidder alert.0 -

Finally got a reply today basically with an apology and some feeble excuse about his misses has broke her leg so he now cant come and collect and can I resell them or offer them to the 2nd highest bidder which might of been ok had it not been 10 days before he bothered to tell me.
Obviously im not happy at the fact ive paid nearly £9 in fees so whats the best way to get them back a mutual agreement is it called?
Obviously I could just open a dispute but then it will just get messy and I really dont want the hassle if I can avoid that route.

You can try a mutual but that is no guarantee that you'll get your fees back as buyer needs to agree. If he's stupid enough to string you along this long he can't be trusted. Well hes got 252 feedback at 100% and the other bidder was a brand new user with none so I have to say im surprised at how this has worked out.

Ok can I send the buyer a message asking him to do a mutual otherwise I will have no choice but to open a npb dispute?

Again unfortunately you have to choose and open the dispute, either mutual or full, buyer is then notified that a claim has been opened, for a full claim they can only close it by paying. For a mutual they have to agree that they do not want the item, if they choose any other option the cancellation is denied. I would do the mutual in this case. I think the buyer was probably 'stringing you along' as they (for whatever reason) no longer want the item and couldn't think up a sensible excuse. Opening a NPB will only cause problems, especially on a collection only item.0
