Clen just the user-related files from a hard disk

It is quite straightforward to erase the entire contents of a hard disk when passing it on, recycling or scrapping it, with programs like KillDisk or DBAN.
But has anyone come across a program that will leave available
Any thoughts, anyone?

PS I am assuming that there is no great need to forensically remove things like account numbers, bank details, etc!
But has anyone come across a program that will leave available
- the operating system
- installed programs (like Office, etc)
- the appropriate parts of the registry
- any trace of user files and data
- cookies
- temporary files and temporary internet files
- user profiles
- the page file
- and so on...
Any thoughts, anyone?
