How To Transfer Blog From One Domain To Another

I'm helping an author friend to build a new blog. We've had the blog on a test site for the past number of weeks getting design, photos, categories and general layout setup. We've also put together about twenty posts.
During this time a script installed itself on my computer trying to get visitors to visit a false security site. I asked here about it and was advised that it might have attached itself to my index files so I worked my way through all the index files and removed the script and updated to the latest version of WordPress and have had no bother since.
Now the question is this. What is the best way – with safety and security been the key factors – to transfer the blog from the test site to my colleagues own site? His own site will be completely clean: all files deleted, database completely wiped.
To be 100 percent safe I see these as my options.

- Do the business manually. Download WP to new blog, set up the structure manually, i.e, column width, headers, footers and all that sort of business. Add images and physically add content post by post. In reality just building a new blog only taking the info from another site.
- Download a new version of WP onto the new site and then transfer the content folder, and the config.php file on the old folder to the new folder.
- Just transfer the whole site over: ftp it from my computer hard drive to the new site and manually check links.

As well as the files, you'll also need transfer over the SQL database, which you'll need to do through the host's cPanel, or through phpMyadmin.0

DO NOT TRANSFER THE FILES ONTO ANOTHER HOST.
The problem is not just the index files. That particular nasty script infects every PHP file on your website. Take a look at any of the wordpress files and at the top of the page there will be <?php base64_decrypt - it's done that to every file. It outputs javascript on the user's browser that brings up that fake virus crap.
It's safe to export the posts and import into a fresh version of wordpress, or if you've added loads of plugins and modified the site you can clean the files. (google wordpress mrobh)
Your images will be fine, but all of the PHP files will have been infected.0
