Paypal account still limited even though in credit now

My Paypal account went into a negative balance after losing a dispute. I have since sold some more stuff on Ebay and my paypal balance is now positve by £60 but my account is still limited, I have tried emailing paypal but I get an automated response saying I need to credit my account?!
Is it still limited because the fund to put it in credit weren't added by me?
Any suggestions welcome!

Could it be that that there is now a 21 day holding of your funds so although you have credit balance, some of the payments have to wait to be cleared?0

Phoned them and they lifted it straight away, why they couldn't have done that after my many emails is beyond me!!0
