Can I prime new plaster with vinyl silk?

Only if you want the tiles all over the floor later. Tell him to stick to plastering.Is this good advice then?
PVA does NOT penetrate the plaster it just sits on top and makes a nice film and when you wet it it goes live again. So all that is holding the tiles to the wall is a nice thin skin of PVA. Don't do it - use an acrylic primer like BAL APD or Mapei Primer G.
As a matter of interest what is the weight per square metre of the tiles you are going to use?
