Pipe insualtion (below house, accessed by trap door)

Is it recommended to insulate central heating pipes or any other water pipes that run through our 'basement'. It's more of a crawl space accessed by a trap door rather than a full height basement.

Pipes are not on the ground, they are up underneath the floorboards.

I'm thinking they are providing a small amount of harmless heat down there (although that probably goes right out the vents anyway). We're concerned with losing heat through them, and also possiblity of it freezing in really bad weather.

If its a cold place its probably best insulating everything.

You cannot really have too much insulation. If the pipes are under the ground floor they are not going to be providing any useful heat to the room above. If only because of the draughts that will be flowing under the floor. Insulate them ASAP.
