In any case, where the evidence is of houses that were actually sold and completed in April 1991, these should technically be assumed to be two years old when originally valued, because the date to consider their character and the other physical factors is April 1993.

Hope someone can offer advice.
We purchased our house in 2004 from my in-laws and have been awarded a band reduction from a C to B this month. The refund is currently being processed from when we moved in but what about all those years from 1993 - 2004 where my in-laws paid too much?
Are they entitled to claim a refund even though they no longer live there?

Wooo ... just spotted this thread, and feel I have a strong argument for a band reduction. Checked out valuation and followed the procedure.
Called the Valuations office and she has agreed to arrange an evaluation.

Can I claim on a property built in 2005 and can I calim form previous addresses

Lacosta - if you have occupied the 2005 property since it was built you can ask for the banding to be checked, if you have only occupied it during last 6 months you can make a formal appeal.
You cannot ask for a band review on properties you no longer occupy, but you could suggest to the current occupiers that they ask for the bands to be checked.
