stardelight, it would appear that there is a discrepancy somewhere in the bandings in your father's street, although whether it is his property which is in the wrong band or the other end house would need to be investigated before proceeding further. As some have found, it is quite possible for the VOA to increase the band of your neighbours property in response to your appeal, so do your homework first.
It is quite possible that the selling prices do not appear for several months after the completion date, but in a way that is not really relevant to you. Extrapolating the 1991 price from subsequent sales prices can be very wide of the mark, so you would be better trying to find out what price simillar end terraces in his area sold for in 1991. Its not always easy finding this out, but go to your local library and ask to have a look at archived copies of your local property newspaper. They are sometimes on microfiche. Once you are armed with actual selling prices from 1991 you will have a much better idea on whether or not to procede.

A couple of questions, pennygreenhouse, when you say your appeal was rejected do you mean you went to a tribunal or simply that the VOA refused to reband you? Secondly, are all the 29 properties to which you refer identical or at least very simillar in size and value?

I have recently left the Valuation Office where I worked as a senior surveyor. I think it would be fair to say that it was accepted in our office that the Council Tax list was a mess with many properties being in the wrong band either too high or too low. I'm now working in my home town where I have found many homes paying too much. I would say the figures quoted in the press are very much on the low side0

I feel that these two 'C' band houses have been lowered!! by the owners requesting a revaluation on banding,as on the VOA website these two have '1993' on the list.

Just a little help please
My house is 4 years old. We purchased in Feb 2004 for £122500
We have always been in Band C
There are only 6 houses of my type in our street and they very rarely come up for sale. However one sold for £142000 in May 2006
If you do two separate entries in that calcualator thing, both houses would have been in Band B in 1991.
Does this mean I have a claim?0 -
[I dont know if you are aware but when on the VO website if you click on an address( one that has been lowered) you will get a new screen where you can see the banding history so you can see the previous band0

I have recently spoken to the VOA regarding having my property rebanded. I live in a town house , which is an end terrace in a row of 5, all are currently Band F. However there is another row of town houses on the opposite side who are in band E, one of which had a Valuation Tribunal from F to E. The properties appear to be the same size.
Received a letter today stating I have an invalid proposal.
One of the points states everyone had until 30 November 1993 to challenge : my house wasn't built until 1996 and I moved in 2006.
Looking at the charts I believe I should be a band E . Can you advise me on what the next course of action should be.

Following one call to valuation office i was advised that my band would be reduced from E to D. This resulted in a council tax refund of £3013. AS i have been overpaying since 1993 am i entitled to interest?0

The answer to your question is possibly! There have been people on this thread who have been successful in getting back their interest and others who are still fighting.
