council tax - wrongly banded

I live in Wales and believe my house has been wrongly tax banded. My house is 1 of 3 replicas on a new housing estate. The 2 other houses both pay band E and myself has to pay band F. I followed the advice of the money saving expert and as above passed step 1 (check neighbours) Step 2 I checked the value of my house:
The house was bought March 2004 for £178,450
Results:-
A property located in Wales which was valued at £178450 in Q4 of 2003, would be worth approximately £142569 in Q1 of 2003.
According to the councils banding in Wales this puts me into band E and NOT band F.
I subsequently contacted my local banding officer who in turn returned a letter stating that my house was banded correctly based on the sale of houses equivalent to the sq metre value of the property. My house was on file as 131m sq.
E.g.
House1 sold: 20.6.03 £189.950 131m sq
House2 sold: 21.08.03 £155.000 127m sq
House3 sold: 30.6.03 £151.000 127m sq
House4 sold: 26.09.03 £162.000 127m sq
House5 sold: 30.9.03 £181.750 131m sq
Based on these figures the officer compared the size and not the value and stated that my property was banded accordingly with properties a similar size.

What i am asking is ...
The facts show i am paying the wrong band because i have proved the value is within the E banding and not the F banding and also there are 2 other identical houses where i live who are both paying Band E not F.. After appealing i was told my house was banded correctly as my house is 131sq m and houses of that area are all banded F and not E...
Is this possible ?? can they band me by using these figures ??
im confused... I have declared a small conservatory but surely this cant put me up a banding in comparison to others ?????0 -
I saw Martin talking about this on It Pays To Watch, and he said "this system is slightly different for Wales"...
