Hi wfarrar. Smellynelly post above (and others) got a rebanding and refund back to 1993 so why should yours be different. 1995 in your case.
Contact the council tax office and challenge their decision.

Have you successfully changed your banding or are you in the process of reclaiming?
There's a chance I'm going to be speedily filming a major TV programme on Council Tax Rebanding in the next few weeks. However its dependent on getting case studies (especially success stories to show it can be done).
If you've had your house rebanded and would be willing to appear on the programme, please would you urgently e-mail [EMAIL="counciltax@moneysavingexpert.com"]counciltax@moneysavingexpert.com[/EMAIL] with brief notes on your situation and contact details (preferably including a phone number). Also if you're in the process or think you should be rebanded we may be able to help.

Sorry - checked my band and found all the other houses on the estate identical (think toy town) to ours are a band C, but ours is a band B, so this is one Bear keeping their trap well and truly shut regarding rebanding.
Interesting if the council can be expected to refund overpayments for misbanding what can they expect from me. Of course I'm working on the principle that all the other 50 are misbanded and mine's ok.0 -

I did get mine rebanded but it was a previous house and right at the beginning of council tax in 1991 (?) it went from C to A and I told the neighbours, looking at the site which gives the bands a few weeks ago I noticed neither had bothered applying to get their's rebanded, what a waste of money!
This house is banded correctly fortunately.0 -
I forgot about this one.
We've just been rebanded - from Band C to Band E. We didn't ask for a re-evaluation; it just happened as we'd moved into a property that had been extended by the previous owner. The council told us there had been a clerical error with the original valuation.

I got my new house rebanded in 1995. (Tendring District Council, Essex) My friend's was identical, except she had a larger garden. Hers was band D, mine band E. Just filled in the form supplied, with the reason I thought the banding was unfair and I received a letter telling me it had been rebanded to D.
I heard it is a particular problem with newer property which was erected after the bands were fixed (back in the 80's?) It would be very easy for a council to put a higher band on a newer property and sit back and wait to see if anyone noticed. I have since moved and mine is the same as my neighbours'.0 -
