Council Restructure - Redundancy??

I'm trying to keep this as short as I can.....
I have worked for the council for 29 years now. I worked for one section for 17 years, was redeployed within the council t5o the CCTV section and began to work shifts. In the new position, I was promoted to supervisor.
The council is now in restructure - 3 councils, becoming one. Three separate units are to be moved to one location. The other two units had worked 24/7 shifts. My section only covered nights at core hours. In the new structure the plan is for 24/7 for all and the night shift will also be covering "out of hours calls" so monitoring CCTV and answering calls. Verbally I have been informed, that there will be no Supervisors Position in the new structure. That I may continue as an Operator. Cost saving demotion. But protected pay for 3 years.
Two questions:
1. There being no Supervisors Position - is this redundancy?
2. I joined the CCTV section, because that's what I wanted to do. If I wanted to be a call centre operator. I'd work for vodafone, orange etc... So can the change in role add to the redundancy issue?

1. Yes, they are offering you the alternative of downgrading & protected pay but that is unlikely to be "suitable alternative employment" so you could get redundancy instead.
2. Not really, most public sector contracts have "other suitable duties" in the job description so you can be easily moved about the department. Even if it isn't you'd have to show that CCTV + call centre work isn't "suitable alternative employment" to just CCTV work0
