That link does indeed take you to a page that says it is unavailable in your region but the link I'll paste below just allowed me to download MSE fine:

I suspect that if he clicks your link he will be redirected to the page he posted a link for. IP blocks get reallocated from time to time and it seems his ISP has allocated him an IP from a block MS think is somewhere they will not support.
Quickest first try is to reboot the router/modem which may cause a fresh IP to be issued which is OK.
Failing that try downloading via a proxy. Stacks can be found via google but here's one to try - http://www.daveproxy.co.uk/0 -
the other one might be to try on of the other programs, my personal recommendation at the moment would probably be Avast going on the test and benchmarks results posted in one of the other threadsDrop a brand challenge

Where was the download area on that page? I can only find a link to the latest definitions. Microsoft aren't it's your ISP who's allocated you an IP address that Micorsoft think is outside the UK. I've never had any trouble downloading MSE.

Perhaps I should elaborate. I'm about to connect a new pc to the internet (with a new ISP), so I'm only trying to download this onto a memory card on my phone so I can install it beforehand.0

The 'Download Now' link at the top took me to the full installation file for MSE.
