Why can't MSE be downloaded in the UK?

SD cards have a little switch on them to prevent you erasing the contents... maybe it's got set to 'protect' mode?
I'd download to the desktop then copy across to the SD card.
What's the reason for not doing this on the PC it's to be installed on to? - if it's so you can protect the PC before it every goes online then personally I'd just get the PC online (making sure it has a firewall enabled) then just download and install.
Don't do any other stuff online until it's installed and running though.
