Is this legal?

Basically the guy sounds like he clamps cars on private land and then if they can't or won't pay he takes cars and sells them to recover the 'debt'. Sounds like a really nice gentleman anyway :mad: but I didn't think 'fines' on private land were enforceable, nevermind having your car sold to pay it. I may have the wrong end of the stick :o
