Insulate a flat concrete roof?

Hi Guys
I woul dlike to get our utility room roof insulated, the roof hight is low so any insulation will have to go outside. I have seen roofs with foam insulation and a felt like material over that. Can anyone give me any advice on how to do it please.

Why does it need to be insulated further? Couldn't you just close the door to the room and keep it unheated?
If it's important (and there is a demonstrable £ saving to insulating it) what is the roof's structure? Is it really just a flat block of concrete?!0 -

Thanks for the reply, basicly its a room that houses a washer dryer and toilet along with other cupboards. It always seems cold during the winter and tends to get used often but for short periods of time. The roof is literally a solid block of concrete about 10cm thick and it seems that the heat from a small radiator just goes straight up and out of the roof.0 -
