Im struggling to understand all of this, I assumed that as my mother told them I was taking over council tax liabilty, and that I told the jobcentre I was taking over liability everything was OK. But it seems it is not.

In the letters it says I can appeal, however the woman at the council centre said there was probably no point, as it would more than likely come back with the same result as I failed to notify.

Can anyone shed any light on this situation? Or give advice? I'm not the cleverest of people, and this has gone straight over me. I'm pretty upset about this as I cannot afford to pay the £10 per fortnight. I barely have enough to pay for myself and the bills using my JSA.

Council Tax Benefit must be claimed through the local council. Being in a situation where you would have been eligible but for which you did not complete a claims form is not enough to claim. TBH you can lodge a claim but I would almost certainly guarantee you would still be turned down for the backdating as there is no valid reason for the backdating.
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
