It is confusing at first glance but I think you have to pay the normal entry fee of £18 adults and £10 children to get a free annual pass. The £4.50 is the extra that would need to be paid to attend some of the special events.

My parents did this and yes, you do have to pay full price.

Also worth noting that they accept Tesco rewards vouchers, so £5 of tesco vouchers = £20 of Blenheim vouchers.
Not bad for a whole year's entry (if you live nearby, of course!)
