Am I a "new" customer of 3 if I have unactivated sims from them?

I was just about to order a mobile broadband contract with 3 through Quidco/Topcashback (who both offer £23) when I noticed the small print stated "new customers only".

A few weeks ago I ordered a couple of free sim cards from them which came with £3 cahback, but they wouldn't work in my phone as it isn't 3G. Am I still classified as a current customer if these sims have not been activated?
