My wife and I withdrew an offer we made a few weeks ago. If the house is still on the market, would it be OK to open negotiations once again? We like the house but wonder if things could be awkward as we pulled out after out initial offer was rejected.

Frankly, if you pulled out of buying my house a few weeks ago and then came back with an offer I would wet myself laughing knowing that I have you by the short and curlies.
I would certainly want a higher price from you now just so that I do not waste my time again and because you must really want my house bad. Or I could be a complete nasty person and let you go to the expense of a surveyor and solicitor and then pull the house off the market at the last minute or ask for an even higher figure just to teach you a point about messing with me.
In other words, your seller may act in this way - that is the risk you are now going to have to take. But if you have a good reason as to why you did not buy - did you explain to the seller why you pulled out or did you just walk away without telling him the reason - the seller might be understanding.
Why not go back to the EA's office that was dealing with the seller, have a look around at other houses and get in conversation with the EA who you last dealt with. Act dumb and allow them to think they are talking you back into being interested in the house so they think all the selling is come from them?
