Reporting a Motorcyclist for Bald Tyres

Before everyone jumps on the back of 'empty pockets', I assume the OP has posted a picture, and I assume from the following posts the picture is a funny? I only ask as my work allows me to views these pages but blocks certain content, including pics! A right pain in the @r$€ when people post pics/screenshots and everyone starts commenting on them I'm left wondering "what's going on ?".

For those who can't see the picture.... It shows a guy riding a motorcycle with SEVEN Children (inlcuding a baby) onboard all holding on. No helmets.

It's like a game of twister on wheels!!

Very different to car tyres. The fact you would consider grassing someone up for something you percieve to be illegal just suggests to me you're the sort of person i'd avoid. Had he done any harm to you or just passed you in traffic?
