Define a 'little tread'?
Do you know anything about bike tyres?
Very different to car tyres. The fact you would consider grassing someone up for something you percieve to be illegal just suggests to me you're the sort of person i'd avoid. Had he done any harm to you or just passed you in traffic?0 -

Sarcasm would have to be remotely true. The title suggests something that has absolutely nothing to do with the percieved humour by the OP.
It would also rely on the OP having a knowledge of bike (1mm) and scooter(visible tread) limits.
Oh, and perhaps a picture of a tyre lacking tread?0 -
