Income Support

My son has taken 7 years to finish his degree and in between he had two years not working (due to my disability). Before the 7 years he was working. Is he entitled to income support simply because he is getting carers allowance, even if he did not pay national insurance contributions during the two years that he was not working? I know that he was not entitled to Jobseekers Allowance, as he tried to claim and they declined his claim. He was not receiving carers allowance at the time. Thanks
