Completing the balance transfer request on a credit card agreement can sometimes speed things up by a day or two, but unless you've already been accepted and told your credit limit, it's best to keep your options open, IMO, and leave this section blank or if asked, state you may be interested.
Of course, you might want to commit yourself to a balance transfer if you're running short of time, have no other option anyway and, as in this case, the balance transfer could influence the credit limit eventually offered.
An horrendous story involving Capital One and Lloyds TSB was posted here on 2 October 2006 on the old Best Balance transfers sticky (#199).

Incompetence on this scale is one more reason for waiting until safe receipt of your card before requesting your BT
Best of luck with whatever you decide

Does anyone know if they base your credit limit on the limits you have on your other cards? e.g if your other cards have low limits then capital one will also give you a low limit?0

It is based on many things, that could be one of them. Also, the existing debt to income ratio and things like previous payment history on cards etc.0 -
