if an account is frozen

This is possibly a daft question...

A relative who is in a care home with Alzheimers has appointed two other relatives as power of attorney. One of the other relatives has raided all the savings (a five figure sum) from the elderly relatives account for his own ends.
I have said I believe the current account should be frozen until the naughty relative has had his power of attorney removed to protect what little money remains in the account and the monthly pension.
If the account is frozen can the direct debit to pay the care home fees still be paid from the current account?
