Unfortunately the highway code is not law, naturally councils have given themselves exemptions to park where they like as long as they are not causing an obstruction.
The point of most double yellows is that parking on them would cause an obstruction/danger.
It would be nice if CEO's used commonsense of the "Ere you, shift it type" rather than giving you a ticket for £50.00 and effectively allowing you to park there till midnight. Money being more important than traffic flow.
I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.
UPDATE: Thank god, I have not recieved a parking ticket (yet) so if anyone is caught in a similar situation, no need to panick. As long as you look out, spot the vermin and move on.
